Impactos da pandemia em obras públicas: Estudo de caso único em Jataí-GO

Abstract

With the onset of the Covid-19 pandemic, Brazil experienced a period of public calamity that began in 2020, causing immeasurable impacts across all sectors of the economy, including the construction industry. In this context, the objective of this study conducted on a public construction project in Jataí, Goiás, is to assess the effects of the pandemic on the project's physical and financial schedule, analyzing the contract execution and comparing the planned prices with the realized prices of services and materials. As such, the original budget was separated into stages, and two procedures were carried out: the cumulative adjustment based on the National Construction Cost Index (INCC) for the period during which the services were performed, and the determination of the prices paid by the company. Subsequently, a comparison was made between the contract's planned values and the values obtained through the two procedures. This comparison revealed a significant difference in price increases, reaching over 100% for certain items. These price increases created numerous cash flow issues for the contracted company. Additionally, an assessment was made regarding the execution timelines, which experienced delays due to the limited availability of materials in the market caused by government-imposed restrictions during the pandemic. These delays led to requests for contract extensions and financial readjustments. The analysis of these delays and excess costs through this research allowed measuring their impacts on the progress of the work and the financial consequences for the company.
